Gestione trasparente ed efficiente delle risorse e dei costi, miglioramento dell’offerta dei servizi e dei prodotti, e generazione di valore aggiunto per la società. Lavorare su questi concetti significa puntare sulla qualità. Ma come implementarli nella attività ordinaria degli enti pubblici? Come intervenire sull’iter amministrativo per renderlo qualitativamente eccellente? Per trovare queste risposte e condividere esperienze e competenze, sei ripartizioni provinciali e l’Istituto per il Management Pubblico dell’EURAC hanno creato un gruppo di lavoro e sviluppato il progetto “QM Network”. Conclusioni ed esperienze saranno illustrate al pubblico durante una conferenza che si terrà all’EURAC il 24 febbraio 2011, alle 10.

Ripartizioni, uffici e scuole della Provincia Autonoma di Bolzano, coadiuvati dall’Istituto per il Management Pubblico dell’EURAC, si sono messi in rete per individuare le criticità legate alle funzioni che svolgono; grazie al confronto e allo scambio di idee hanno elaborato un percorso di miglioramento della qualità fatto di iniziative concrete. Queste le attività principali del progetto “QM Network - Iniziative di qualità della formazione professionale per lo sviluppo organizzativo”, finanziato dal Fondo Sociale Europeo e pensato per affrontare il tema della qualità con logiche collaborative e orientate alla prassi.
Tra le iniziative pianificate e messe in atto dai partner con l’aiuto dei ricercatori dell’EURAC, la rilevazione di esigenze e aspettative dei clienti realizzata dall’Ufficio di educazione permanente della Ripartizione cultura tedesca, per orientare al meglio i programmi formativi offerti; la Formazione professionale tedesca e ladina si è invece dedicata alla codifica delle prestazioni formative delle scuole professionali, concepita per definire in modo uniforme gli interventi formativi rivolti ai diversi gruppi linguistici e agevolare la pianificazione comune. Le ripartizioni Lavoro e Formazione professionale agricola, forestale e di economia domestica hanno ottenuto il rinnovo della certificazione EFQM. Altre iniziative riguardano l’introduzione della contabilità analitica (Servizio controlling) e dei modelli di autonomia nelle scuole (Ripartizione Formazione professionale italiana).
Tutte le iniziative attuate saranno presentate durante la conferenza del 24 febbraio prossimo all’EURAC. Apriranno l’incontro alcune relazioni inerenti alle basi teoriche del progetto “QM Network”; nel pomeriggio si prevede invece una sessione interattiva con alcuni gruppi paralleli di discussione sui temi che interessano il management della qualità nelle pubbliche amministrazioni. Sempre il 24 febbraio sarà presentata anche la pubblicazione che raccoglie tutte le esperienze dei partner, ovvero Servizio controlling dell’ASTAT, Ufficio educazione permanente della Ripartizione cultura tedesca, Ripartizioni provinciali Lavoro, Formazione professionale tedesca e ladina, Formazione professionale italiana, e Formazione professionale agricola, forestale e di economia domestica. Was macht Qualität in der öffentlichen Verwaltung aus? Es geht um transparente und effiziente Verwaltung von Ressourcen und Kosten, die stetige Verbesserung der Dienstleistungen und das Schaffen eines „Mehrwerts“ für Gesellschaft und Kunden. Wie kann dies konkret in den alltäglichen Arbeitsabläufen der Verwaltung umgesetzt werden?
Derartige Fragen stellte sich eine Arbeitsgruppe aus Mitarbeitern von sechs Landesabteilungen gemeinsam mit dem EURAC-Institut für Public Management. Das Projekt heißt „QM Network“ und verbindet Südtirols innovative Verwaltungen. Die Ergebnisse der Netzwerkarbeit werden im Rahmen einer Tagung am 24. Februar 2011 ab 10 Uhr an der EURAC vorgestellt.

Das Ziel: Ausbaufähige Schlüsselstellen in der Arbeit ausfindig machen und handfeste Verbesserungsprogramme ausarbeiten. Damit sind die Hauptaktivitäten des vom Europäischen Sozialfond geförderten Projekts „QM Network - Qualitätsinitiativen der beruflichen Bildung zur Organisationsentwicklung“ bereits umrissen. Mit dem Projekt ist der Versuch gelungen, praxisorientiert und kontinuierlich voneinander zu lernen. Die Grundlage bildeten unterschiedliche Initiativen zum Thema Qualität.
So erhob das Amt für Weiterbildung der Abteilung Deutsche Kultur systematisch seine Kundenanliegen. Eingeladen waren dazu Weiterbildungseinrichtungen, Bildungsausschüsse sowie deren Bezirksbetreuer und Bürger. Die Workshops führten zu interessanten Erkenntnissen und Verbesserungen, die breit akzeptiert sind.
Die Landesabteilungen Land-, forst- und hauswirtschaftliche Berufsbildung und jene für Arbeit konnten sich erfolgreich nach dem internationalen EFQM-Standard zertifizieren. Weitere Initiativen waren eine Kosten- und Leistungsrechnung der Dienststelle für Controlling, die einheitliche Festlegung der Bildungsleistungen der Abteilung deutsche und ladinische Berufsbildung sowie die Ausarbeitung von Modellen zur Schulautonomie der Italienischen Berufsbildung.
Viele der Initiativen sind für ein breites Publikum aus Verwaltung, Schulen und poltische Interessenvertreter nutzbringend. Sie werden am 24. Februar an der EURAC vorgestellt. Am Vormittag geht es um die Grundlagen des Projekts „QM Network“. Am Nachmittag werden konkrete Erfolgsbeispiele vorgestellt und diskutiert. Die Erfahrungen der Projektpartner sind auch in einer aktuellen Publikation dokumentiert. Mit im Boot sind die Dienststelle für Controlling des Landesinstituts für Statistik ASTAT, das Amt für Weiterbildung der Abteilung Deutsche Kultur, die Landesabteilungen für Arbeit, Deutsche und ladinische Berufsbildung, Italienische Berufsbildung und Land-, forst- und hauswirtschaftliche Berufsbildung.

La piattaforma “Copernicus” è frutto del lavoro congiunto di cinque Ripartizioni provinciali: personale, informatica, e formazione professionale italiana, tedesca e ladina. “Grazie a questa cooperazione ad ampio raggio - commenta il direttore della Ripartizione formazione professionale agricola, forestale e di economia domestica Stefan Walder - è possibile raggiungere un numero decisamente più ampio di persone, e sfruttare in maniera positiva la collaborazione nella fase di studio ed elaborazione del progetto”. Il congresso in corso di svolgimento all’Università di Trento consente di avere una visuale a 360 gradi sull’attuale situazione nel settore dell’E-learning e sull’utilizzo dei nuovi media nel campo della formazione e dell’aggiornamento professionale. “Il progetto “Copernicus” - prosegue Walder - è stato ritenuto di notevole interesse dai partecipanti al congresso, grazie alle numerose possibiltà che offre dal punto di vista della strategia e del metodo didattico”. Tra gli esempi concreti portati al congresso di Trento, spicca quello della formazione professionale in lingua italiana dal titolo “Pionieri, didattica con le tecnologie”.

“Copernicus” ist eine Plattform, die in Zusammenarbeit von fünf Landesabteilungen entstanden ist, und zwar der Abteilungen deutsche und ladinische, italienische sowie land-, forst und hauswirtschaftliche Berufsbildung, Personal und Informatik. Allein schon diese breite Kooperation ermögliche es, so Walder bei der Vorstellung, verschiedenste Zielgruppen anzusprechen sowie kollaboratives Lernen und Arbeiten zu fördern. Auch eigne sich “Copernicus” gut, um das E-Learning mit dem Präsenzunterricht zu verknüpfen.

“‘Copernicus’ gibt uns die Möglichkeit, die ganze Vielfalt an didaktischen Strategien und Methoden auszuschöpfen”, so Walder. Zudem würden die “Copernicus”-Schüler im Umgang mit den neuen Informations- und Kommunikationsinstrumenten geschult. Als konkrete Beispiele des Einsatzes von “Copernicus” nannte Walder in Trient die Lehrerausbildung, bei der die Landesabteilung deutsche und ladinische Berufsbildung auf das E-Learning setzt, aber auch den digitalen Schulgarten der Fachschule Laimburg oder die Vorbereitung auf den Europäischen Wirtschaftsführerschein.

Konsens herrschte beim Kongress darüber, dass für das E-Learning eine verstärkte Sensibilisierung erforderlich sei und es auch Teil der Grundausbildung aller Schüler werden solle. “Nur so können wir wirtschaftliche, gesellschaftliche, kulturelle und persönliche Herausforderungen erfolgreich meistern”, so Walder.

• The guided path was mainly used for the first couple of times, later the students preferred to surf freely. For 60% of the students it was initially difficult to find the exercises. 35% did not have any problems.
• Contents
  90% of the students describe the contents as clear and understandable, especially those about plants and their description. More than half of the students used the self-study glossary.
  Only 15% of the users did not visit Forum and Chat. A large number (60% of them) took actively part in the exchange of experiences. The tasks of the column “Kopnuss” achieved on average good results, the games “recognition of plants” and “memory” were the most popular while the calculations the least.
• Periods of use
  70% of the students visited Digigarden in their free time. The users clearly indicated that they had used the free-access internet facility during the time given. Furthermore, in their free time, they would also like to have the possibility to work with Digigarden more often. The users visited Digigarden for 20-30 minutes each time
• Evaluation of the “blended” learning method
  The majority of users had a positive opinion of Digigarden. 75% of them considered Digigarden ideal for self-study and would like to continue using it after finishing school.
  Result of the tests the students achieved between good and very good marks at the tests.
